Proposals
for completing energy audits and constructing/installing energy efficiency
improvements will be received at the Office of the City Clerk, City Hall, City
of Homer, 491 E. Pioneer Avenue, Homer, Alaska 99603 until 4:30 p.m., Thursday, June 24, 2010.
The time of receipt will be determined by the City Clerk’s time
stamp. Proposals received after the time
fixed for the receipt of the bids shall not be considered. Bidders are required
to be on the Plan Holders List to have their proposals evaluated by the

The
project consists of furnishing all labor, materials, equipment, tools,
supervision, and other facilities necessary to perform the desired
services. The work includes, but is not
limited to the following: Inspect and analyze 16 City buildings/facilities,
complete an energy audit, propose energy use reduction improvements (including Energy Efficiency Measures (EEM)
and Energy Conservation Measures (ECMs relate to human behavior),
complete a cost/benefit analysis, provide written report presenting findings
and recommendation, construct approved architectural, electrical, mechanical
EEMs based on the costs identified in the report.

The
project is funded through the City of Homer’s Revolving Energy Fund and state
grants. The City’s local bidders 5% preference requirements will not apply.
State Prevailing Wage rates will apply when completing construction work under
contract.
The
City of Homer reserves the right to accept or reject any or all proposals, to
waive irregularities or informalities in the proposals, and to award the
contract to the respondent that best meets the selection criteria.
