RESOLUTION 96-79

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA RENAMING AND NAMING STREETS WITHIN THE CITY OF HOMER, ALASKA.

WHEREAS, a method has been developed to help implement the Enhanced 9-1-1 Street Naming and Addressing project; and,

WHEREAS, street with identical street names within the same Emergency Service Number (ESN) area will be revised, or when continuous street segments with different names need to be revised to have the same name; and,

WHEREAS, unnamed rights-of-way will be named via this resolution; and,

WHEREAS, approximately three hundred property owners who fronted on streets that were proposed to be renamed or named were sent packets of the street name changes; and,

WHEREAS, all of the street name changes were published in a full page ad in a local newspaper; and,

WHEREAS, the Homer Planning Commission held a public hearing on the proposed street name changes on September 18, 1996; and,

WHEREAS, the street names listed in this resolution receive positive responses from property owners, or did not receive any public comment and it is appropriate to include them in one resolution.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska that the following streets are renamed and named as follows:

  1. NAMED RIGHT-OF-WAY within Scenic View Subdivision, located south off of East Road; proposed to be named ADAMS DRIVE. See Map #1

    Reason for change: Unnamed

  2. BELUGA AVENUE within W. R. Benson Subdivision located off East Bunnell Avenue; proposed suffix change; proposed to be renamed to BELUGA PLACE. See Map #2

    Reason for change: North/south street less than 1400 feet.

  3. COOK STREET within Virginia Lynn Subdivision located off Mattox Road; proposed to be named COOK WAY. See Map #3

    Reason for change: East/West street less than 1400 feet.

  4. COWLES STREET within Webber Subdivision located off Crittenden Drive; proposed to be named COWLES WAY. See Map #4

Fiscal Impact

The Kenai Peninsula Borough is going to supply the City, free of charge, new street maps for staff use, and maps to sell to the public with the updated street name changes.

Public Works Department Fiscal Impact:

53 new street signs at $200 per sign, cost of sign, hardware and labor = $10,600

Record changes labor at 50 hours, file folders, meter books, curb box files, etc. = $ 1,500
Public Works Dept. total = $12,100

Planning Department Fiscal Impact:

Labor, file folders, record changes part of Planning's workload, no additional fiscal impact.

RESOLUTION 96-80

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA NAMING CHARLES WAY WITHIN THE CITY OF HOMER, ALASKA

WHEREAS, a method has been developed to help implement the Enhanced 9-1-1 Street Naming and Addressing project; and,

WHEREAS, streets with identical street names within the same Emergency Service Number (ESN) area will be revised, and,

WHEREAS, property owners who fronted on streets that were proposed to be renamed or named were sent packets of the street name changes; and,

WHEREAS, all of the street name changes were published in a full page ad in a local newspaper; and,

WHEREAS, the Homer Planning Commission held a public hearing on the proposed street name changes on September 18, 1996; and,

WHEREAS, the street name change to Charles Way was requested by a property owner.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska that the following street is renamed as follows:

LEE AVENUE within W.R. Benson's Subdivision; to be renamed CHARLES WAY.

    Reason for change: Duplication of name within Fire Department response area.

  3. FAIRVIEW AVENUE within Homer Airport Industrial Park Subdivision; to be named ILIAMNA WAY.

    Reason for change: Extension of Fairview Avenue not possible due to Airport property.

WHEREAS, a method has been developed to help implement the Enhanced 9-1-1 Street Naming and Addressing project; and,

WHEREAS, street with identical street names within the same Emergency Service Number (ESN) area will be revised, or when continuous street segments with different names need to be revised to have the same name; and,

WHEREAS, unnamed rights-of-way will be named via this resolution; and,

WHEREAS, approximately three hundred property owners who fronted on streets that were proposed to be renamed or named were sent packets of the street name changes; and,

WHEREAS, all of the street name changes were published in a full page ad in a local newspaper; and,

    Reason for change: Unnamed.

  2. UNNAMED RIGHT-OF-WAY within Mattox Subdivision; to be named PUFFIN PLACE. .

    Reason for change: Unnamed.

  3. UNNAMED RIGHT-OF-WAY within Mattox Subdivision; to be named MALLARD WAY. .

    Reason for change: Unnamed.

  4. MUNSON AVENUE within Oscar Munson Subdivision; to be named LAKE STREET. .

    Reason for change: Continuation of Lake Street, commonly known.

  5. NIELSEN AVENUE within Nielsen-Hoffman Subdivision and Lakeside Village Subdivision; to be named SMOKY BAY PLACE. .

    Reason for change: Duplicate street name within Fire Department's response area.
